I had my rack and pinion replaced and now my cv boots are leaking. After looking a photos of the rack and pinion it looks like it also includes the cv shaft and boots.

The "rack" is a bar of metal made into a flat, narrow, long gear. The Pinion is the pine-cone (thus the name) shaped gear at the end of the steering wheel shaft.
turning the steering wheel, turns the pinion, which moves the rack side-to-side, which is linked to the wheels so you can turn corners.
Constant velocity shafts (CV) are the axles+flexable joints that drive a front-wheel, and some 4 wheel drive cars (and rear transmission, rear drive cars including the Classic VW Beetle (1965 and newer)).

Not the same at all. The steering rack does have rubber bellows on it however which to the casual observer may be confused for the CV joint boots.

they are different, the CV joints let the wheels turn to steer the car, and the rack and pinion
causes them to turn.

Not same.
R&P is to steering the wheels(move left and right).
CV axles is to drive the wheels(spin the wheel).
